The session is about half over, with adjournment scheduled for 12 Jun 2021. So far 581 bills and resolutions have been submitted. Typically about 700 are introduced with some of the most egregious held until the last minute and the legislators try to make a ‘must pass’ argument.
HB21-1285 Funding To Support Creative Arts Industries
Spends $10 million, plus any money not spent by 30 JUN in the small business relief fund to the ‘arts’ fund. Why is this such a necessary government expenditure that the ‘safety clause’ is included?
HB21-1286 Energy Performance For Buildings
Adds to existing law more reporting of ‘benchmarks’ for the reduction of ‘green house gas‘ emissions for buildings of 50000 sq. ft. or more. (Expect that to be lowered in the future).

$75 million to DOLA for grants to fund projects, probably fiber optic trunk lines, but not the ‘last mile’.
“LAST–MILE BROADBAND INFRASTRUCTURE“ MEANS BROADBAND INFRASTRUCTURE THAT DELIVERS AN INTERNET CONNECTION TO AN END USER
So what good is it if you can’t access it? Will we need more tax-payer funding for the ‘last mile’? Oh, almost forgot…it’s for the children and healthcare.
SB21-246 Electric Utility Promote Beneficial Electrification
Among other things, requires inclusion of ‘societal cost’ of GHG emissions in the benefit/cost analysis. Does NOT require the analysis to include mining and manufacturing of ‘rare earth’ elements and compounds and the massive loss of productive acreage.
