Would eliminate uniformity of State law and allow local governments and districts to violate Constitutions

‘The bill creates new sources of dedicated funding and new state enterprises’              Fifty-one sections in 197 pages of new ‘enterprises’ and ‘fees’ on your vehicles and a ‘per ride fee’, whatever that is.  And remember that ‘enterprises’ and ‘fees’ are really taxes that are exempt from TABOR.
